The Plan for Funding K-12 Education Reform

Sometimes the road curves ahead of you, and if you choose not to adapt, you can run into some unpleasant, unavoidable consequences.

I’m interested in feedback, and like to believe I’m flexible and adaptable. This plan is, too. The goal is to provide all kids in Washington with a great education; if you have ideas to improve how we get there, I’ll listen.

The pictures to the left are links to each tenet’s detail page, with the reasoning, benefits, and challenges for each. At the bottom of each page, you’ll find links to the previous and subsequent pages of the site.

There are two final pages, after the tenets.

One is the Plan Modeling page, with links to PDF documents that capture the modeling I’ve done, where all the numbers come together, financially, fiscally, over time. The models are the crux of all this; they show how things flow together.

The final page is a FAQ, where I’ll capture questions and answers as they come up.

The Iseminger Education Finance Plan is based on five implementation elements, or tenets, that collectively chart an attainable course to funding education reform in Washington state. Click a picture, or the link below, for details on each of these tenets.

Tenet 1: Reserve a Portion of Annual Increases in State Revenues for K-12 Education Reform

Tenet 2: Shift the 28% Levy Lid to State Collection

Tenet 3: Use State bonding to Address Required Capital Improvements

Tenet 4: Implement Reform by Funding the Neediest Students First

Tenet 5: Reform Local Levies: Enable Local Participation Without Statewide Disparity

The following pages go into detail about each of the five tenets, in order. Use the navigation links at the bottom of each page to move through the tenets. It’s most logical if you move through them in order; one builds on the other.
